OPTA Chief Delegate Job Description

Position:

Chief Delegate

Term of Office:

Two years. The Chief Delegate is elected in the odd-numbered years at the Fall Business meeting and assumes responsibilities at the close of that meeting for a two year term.

Bylaws Qualification:

Active/PT or Life/PT Member of APTA in good standing. The candidate shall have been an APTA member for at least three years and a member of OPTA for two years immediately preceding the election. The candidate shall have been a delegate to the House of Delegates at least once.

Other Qualifications:

Candidate must be willing to travel to the next scheduled APTA Combined Sections meeting and the House of Delegates (HOD) meeting and be willing to cover incidental expenses, if any, which exceed the $1,000 stipend provided by OPTA. A knowledge of parliamentary procedure and Roberts Rules of Order would be helpful.

Chapter Responsibilities:
  1. Attend all OPTA Board of Directors meetings as an active participant including submission of written report.

  2. Attend OPTA membership meetings as an active participant including submission of written report.

  3. Prepare oral and/or written reports as necessary to keep the OPTA Board and membership informed of the activities of the office.

  4. Maintain OPTA Board of Directors Officers' Manual in appropriate format and be responsible for turning it over to successor at the end of the elected term.

  5. Organize Mock House of Delegates for physical therapy and physical therapist assistant programs in Oregon

House of Delegates Responsibilities:
  1. Organize at least 2-4 caucus meetings of the OR Delegation between January and when the House of Delegates is held. Year round caucus activities are encouraged. for the purpose of discussing HOD procedures and issues.

  2. Review main motions to be presented to the House with the OPTA Board at its meeting immediately prior to the APTA House of Delegates meeting.

  3. Arrive at annual conference the evening prior to the first day of scheduled caucuses and candidate interviews.

  4. Inform Delegates of caucus and interview times as well as the APTA House of Delegates schedule.

  5. Call caucuses of Chapter Delegates at the APTA House of Delegates as appropriate to discuss pertinent issues. Schedule regional interview times when Oregon chairs the Western States Caucus.
